Subject Name: Steven Strong
Alias(es): Captain Justice
Affiliation: The Vanguard (Leader)
First Recorded Appearance: June 2002
Power Tier Classification: Class S (Power Amplification)
Displayed superhuman strength and reflexes. While initially low on the DMC strength scale, Captain Justice was able to amplify his abilities at will. His baseline, however, as established in the DMC's strength tests as early as 2022, showed he was able to lift up to 3 tons.
Displayed superhuman durability that far exceeded his strength levels, regardless of what his augmentation level was at. Captain Justice demonstrated incredible resistance to heat and energy-based attacks, almost virtual immunity. He also was able to shrug off most forms of physical damage, although entities with Class B Superhuman Strength were shown to be able to hurt him pre-augmentation. Regardless, it took the sustained energy projections of all three hostile Divers in the incident of '23 to finally kill him.
The more he amplifies his power, the brighter his body glows. At peak luminescence, he was able to strike Divers hard enough to injure them, the DMC estimating he was able to lift over 13 million tons at that point.
Captain Justice is universally beloved, even by adversaries. Speculation arises over a possible memetic ability inducing affection or admiration. Investigations were inconclusive.
As a child, Steven was exposed to the remnants of a Diver engine that exploded in his backyard during the Diver Incident of 1995, granting him his unique abilities.
Throughout his superhero career, Captain Justice maintained an impeccable reputation for never taking a life or causing collateral damage. His leadership skills were evident as he led the Vanguard, one of the planet's most formidable super-teams.
Captain Justice, at his core, was compassionate and just. His refusal to utilize his full power stems from an inherent desire to prevent harm to adversaries. This has made him one of the most respected figures, even among those who may stand against him.
None. Captain Justice has always operated within the bounds of the law and has shown full cooperation with DMC jurisdiction.
Though Captain Justice's potential power levels could deem him a substantial threat, his moral code and history of collaboration with the DMC have earned him a moderate threat classification.
Moderate Neutralized - Despite his potential strength, Captain Justice's unwavering moral compass and cooperative nature limit the perceived threat he may present. His death means he's classified as neutralized, which is a disservice to him.
It is with a heavy heart and immense regret that I draft this protocol. I had the privilege of knowing Steven personally. Nevertheless, in the unlikely event of a conflict:
Given Steven's moral center, direct communication should always be the primary approach.
Devices that reduce or negate luminescence should be deployed if he attempts to access full strength.
In the event his speculated memetic abilities are confirmed, deploy memetic shielding protocols.
Non-lethal restraints designed for Class A entities should be employed.
In the tragic Diver incident of 2023, Captain Justice selflessly sacrificed his life to save his comrades, further cementing his legacy as a beacon of hope and righteousness. His loss is felt deeply within the DMC and around the world. Rest in peace, Steven. Your light will never fade.
