As a leading expert within the DMC's Arcane Division, it has been my duty to assess the rise and impact of magicians within our society in recent years. This report aims to present a comprehensive overview of the current state of affairs regarding magicians and the broader societal implications.

Though magicians remain a minority, our data indicates that a small fraction (less than 1%) of the population now possesses some form of magical capability. This sudden increase, though statistically small, is historically significant. The reasons for this surge remain under investigation, though theories suggest a greater permeation of magical energy from sources like Avalon or heightened celestial alignments.

• The rise of magicians has led to a spectrum of reactions. While some view them with awe and wonder, others regard them with distrust, often influenced by sensationalized media coverage or past magical-related incidents.

• Magicians have found niches within various industries, ranging from healthcare (healing magics) to entertainment. This has disrupted traditional business models while also creating new opportunities.

• Institutions dedicated to the training and ethical use of magic have emerged. However, their curricula and methods vary, leading to concerns about standardization and quality control.

There's a growing concern around cults that have been forming around, or due to, magical phenomena. While many are harmless, some have shown extremist tendencies.

• The most notorious and dangerous of these groups. They worship a colossal figure known to have attacked Bendis City multiple times.
• The figure, referred to as “Leviathan” by his worshippers, is a man of immense size, standing taller than any known building. His origins, motives, and connections to magic remain unclear.
• The cult has been responsible for various criminal activities, ranging from petty theft to large-scale rituals with potentially catastrophic outcomes.

• The rise in magic has resulted in an array of smaller cults and groups, each with their beliefs and agendas. While many are innocuous, the volatile nature of magic means all such groups require monitoring.

• To address public concerns and perceptions, it's vital to launch awareness campaigns that highlight the constructive uses of magic and dispel myths.

• To ensure the ethical use of magic, regulations should be established, and a certification process for magical institutions should be considered.

• Given the threat posed by groups like the Cult of Leviathan, specialized teams equipped to deal with magical threats should be set up and trained urgently.

In conclusion, while magic has the potential to be a force of immense good, the rapid changes it has brought about necessitate an adaptive and proactive approach from both the DMC and society at large.
