Despite the primary focus on metahuman entities, the Department of Metahuman Control (DMC) also finds it paramount to maintain dossiers on select non-metahuman civilians. The purpose of such dossiers is outlined in this document.

Civilians who have close associations with known metahumans or are suspected to have indirect metahuman capabilities.

Individuals with significant societal influence who may advocate for or against metahuman policies and regulations.

Civilians who, based on historical data, may pose a threat due to extremist views or associations related to metahuman issues.

Civilians involved in scientific research that may lead to the creation, suppression, or enhancement of metahuman abilities.

Those who have shown active resistance or challenge to the Metahuman Registration Act of 1984 and other related legislations.

Civilians who may possess valuable information or intelligence concerning metahuman activities, or those who serve as informants.

All civilians, irrespective of their active use of powers, who possess metahuman or magical capabilities, are legally mandated to register under this act.

The DMC is legally empowered to monitor, detain, and enforce the registration of any individual under suspicion of possessing metahuman abilities.

The act's primary purpose is to ensure public safety by having a comprehensive list of metahuman entities and maintaining control over potential threats.

While the DMC has expansive powers, it acknowledges and respects the fundamental rights of civilians. Intrusions are minimized and are always in line with national security concerns.

Where possible, the DMC aims to provide clarity on its operations, ensuring the public understands the need for certain actions while balancing security concerns.
