Class A Superhuman Durability

In his dragon form, subject demonstrated extraordinary durability, capable of withstanding high-caliber weaponry and extreme physical trauma. Not only was he able to withstand several Diver punches, but he was able to restrain a Diver for six seconds before his death. Before his fight with the Diver, nothing was shown to hurt him in his dragon form.

Class C Flight

The wings of his dragon form allowed for high-speed flight and aerial maneuverability, allowing him to reach speeds of 220 kilometers per hour while in the air.

Class A Pyro Breath

Li could expel streams of fire capable of melting stone and steel, with a range and intensity making it a significant offensive capability. However, when performed against a Diver, the attack did no damage.

Origin

Xian Li's powers were derived from magical energy inherited from his late grandfather, a detail that suggests a lineage or connection to an unidentified source of mystical power. This energy activated upon his grandfather's death, instigating Li's transformation capabilities.

History of Activity

After acquiring his abilities, Xian Li, under the moniker “White Dragon,” auditioned for and was accepted into the New Wave superhero team in 1987. He served as a primary combatant in many engagements, often acting as the team's frontline due to his enhanced durability and offensive capabilities.

Psychological Profile

Xian Li was noted to be dedicated and courageous, often placing himself in harm's way to protect his teammates and civilians. The sudden transition from ordinary teenager to empowered crime fighter appeared to be psychologically taxing, but Li adapted with a notable sense of responsibility and maturity.

Criminal Record

No criminal record. All activities were conducted as part of sanctioned CIA and DMC operations and in compliance with the law.

DMC Status

Xian Li, aka White Dragon, was a registered metahuman under CIA and DMC guidelines, with his activities subject to standard regulatory oversight and compliance.

Threat Level

Moderate Neutralized - Li was considered a high-value asset due to his unique abilities and contribution to the New Wave. He was tragically killed in action during the Third Diver Incident in 1995, leading to the reclassification of his status.

Contingency Protocol

In the event of a breach of conduct or rogue behavior, the DMC prepared countermeasures including advanced EMP cannons to disrupt his transformation and flight, along with specialized net launchers designed to physically restrain and ground him. Engagement protocols emphasized minimizing collateral damage given the potential scale of his pyrokinetic abilities.

NOTE

The death of Xian Li was a substantial loss for the masked community. His bravery and sacrifice during the Third Diver Incident have been formally acknowledged in DMC records.
