METAHUMAN REGISTRATION ACT OF 1984

AN ACT

To ensure public safety and national security by establishing a stringent system for the registration, monitoring, and control of individuals with metahuman abilities within the United States.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE

This Act may be cited as the “Metahuman Registration Act of 1984”.

SEC. 2. PURPOSE AND SCOPE

(a) PURPOSE

The purpose of this act is to establish a stringent system for the registration, monitoring, and control of individuals with metahuman abilities (“metahumans”) within the United States, with the aim of ensuring public safety and national security.

(b) APPLICABILITY

This act applies to all metahumans, regardless of age or origin, residing within or entering the United States.

SEC. 3. REGISTRATION REQUIREMENTS

(a) IMMEDIATE REGISTRATION

All metahumans, upon manifestation of their abilities, shall immediately register with the Secretary of the designated government agency responsible for metahuman affairs.

(b) PENALTIES FOR NON-COMPLIANCE

Any metahuman failing to register within the designated timeframe or found to be providing false or misleading information during registration shall be fined, imprisoned, or both.

SEC. 4. MONITORING AND OVERSIGHT

(a) MONITORING REQUIREMENTS

All registered metahumans shall be subject to continuous monitoring and strict compliance with regulations established by the designated government agency.

(b) ACTIVITIES

Such monitoring activities may include regular assessments of metahuman abilities, mental stability, and compliance; mandatory reporting of changes in metahuman abilities or circumstances; and imposition of specific restrictions on metahuman abilities for public safety.

(c) PENALTIES FOR NON-COMPLIANCE

Non-compliance with monitoring requirements or unauthorized use of metahuman abilities shall result in severe penalties.

SEC. 5. SURVEILLANCE AND CONTROL MEASURES

(a) AGENCY AUTHORITY

The designated government agency shall have the authority to employ surveillance measures, including advanced technology, to track and monitor metahuman activities.

(b) TRACKING MEASURES

Metahumans may be required to wear tracking devices, undergo regular check-ins, or adhere to curfews to ensure compliance.

(c) OFFENSES AND PENALTIES

Unauthorized concealment of metahuman abilities or evasion of surveillance shall be treated as a criminal offense.

SEC. 6. PUBLIC SAFETY AND SECURITY

(a) RESPONSIBILITY

Metahumans shall be held accountable for any damages or injuries caused by their abilities.

(b) PENALTIES

Enhanced penalties shall be imposed on metahumans involved in criminal activities or acts of terrorism.

(c) DETENTION RIGHTS

The government retains the right to detain and investigate metahumans suspected of posing a threat to public safety or national security.

SEC. 7. COLLABORATION AND COOPERATION

(a) LAW ENFORCEMENT ASSISTANCE

Law enforcement agencies may request assistance from registered metahumans in matters of public safety or national emergencies.

(b) COMPLIANCE PENALTIES

Failure to comply with law enforcement requests may result in penalties.

SEC. 8. PRIVACY AND CONFIDENTIALITY

(a) DATA CONFIDENTIALITY

Strict confidentiality regarding metahuman registration data and related information shall be maintained.

(b) ACCESS LIMITATION

Metahuman records access shall be limited to authorized personnel.

(c) DISCLOSURE PENALTIES

Unauthorized disclosure or misuse of metahuman data shall result in severe legal consequences.

SEC. 9. REPEAL AND AMENDMENT

(a) CONFLICTING LEGISLATION

This act supersedes conflicting legislation or regulations on metahuman registration and oversight.

(b) AMENDMENTS

Authorized government bodies may propose amendments to this act.

SEC. 10. EFFECTIVE DATE

This act shall be effective as of 11/11/1984.

1ST AMENDMENT

To amend the Metahuman Registration Act of 1984 to grant greater authority to the Department of Metahuman Control and redefine the roles of associated governmental agencies in the management of metahumans.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE

This Act may be cited as the “Metahuman Control Amendment of 1991”.

SEC. 2. AMENDMENT TO SEC. 3(a) REGISTRATION AUTHORITY

The Metahuman Registration Act of 1984 is amended by striking out “Secretary of the designated government agency responsible for metahuman affairs” and inserting “Director of the Department of Metahuman Control (DMC)”.

SEC. 3. TRANSFER OF POWER FROM THE CIA

  • (a) The Central Intelligence Agency (CIA) shall, effective immediately upon enactment of this amendment, transfer all data, records, assets, and operational duties related to metahuman affairs to the Department of Metahuman Control.
  • (b) The CIA shall cease all activities and investigations concerning metahuman affairs, except when explicitly requested or sanctioned by the DMC.

SEC. 4. ENHANCED POWERS OF THE DEPARTMENT OF METAHUMAN CONTROL

  • (a) The DMC shall have the exclusive authority to determine the level of threat posed by any metahuman, and may, without need for court approval, detain any metahuman deemed to be a threat to national security or public safety.
  • (b) The DMC is granted the authority to carry out unscheduled assessments and raids on any registered metahuman or suspected metahuman to ensure compliance with national standards.
  • © The DMC is authorized to establish specialized containment facilities, designed to neutralize and contain high-risk metahumans.

SEC. 5. ENHANCED SURVEILLANCE AND CONTROL MEASURES

  • (a) The DMC shall have the authority to require any metahuman, irrespective of their perceived threat level, to wear enhanced tracking devices that also monitor the use of their powers.
  • (b) Metahumans deemed “high-risk” by the DMC may be subjected to mandatory curfews, limitations on inter-state or international travel, and may be prohibited from entering specific zones deemed sensitive by the DMC.
  • © The DMC is granted the power to shut down or control any media, digital or otherwise, that promotes unauthorized use of metahuman abilities or that may incite rebellion against metahuman regulations.

SEC. 6. REPORTING AND OVERSIGHT

  • (a) The DMC shall submit a biannual report to Congress detailing its activities, operations, and any amendments or changes to its operational guidelines.
  • (b) The Senate Committee on National Security shall have the authority to review DMC activities and request testimonies or reports as deemed necessary.

SEC. 7. EFFECTIVE DATE

The provisions of this amendment shall come into effect immediately upon its enactment.

2ND AMENDMENT

To further amend the Metahuman Registration Act of 1984 and the Metahuman Control Amendment of 1991 in response to the Hive Invasion of 2007, extending the jurisdiction of the Department of Metahuman Control to include magic users and extraterrestrial entities.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE

This Act may be cited as the “Metahuman Expansion Amendment of 2008”.

SEC. 2. DEFINITION EXPANSION

(a) The Metahuman Registration Act of 1984 is hereby amended to expand the definition of “metahuman” to include:

  • i. Individuals possessing, utilizing, or practicing arcane or mystical abilities, herein referred to as “magic users.”
  • ii. Any non-human sentient being of extraterrestrial origin residing in, or entering, United States territory, herein referred to as “extraterrestrial entities.”

SEC. 3. REGISTRATION REQUIREMENTS FOR MAGIC USERS AND EXTRATERRESTRIALS

  • (a) All magic users and extraterrestrial entities are hereby required to register with the Department of Metahuman Control (DMC) within 30 days of the enactment of this amendment.
  • (b) The registration process will include a comprehensive assessment of the individual's abilities, intentions, and any potential threat they may pose to national security or public safety.
  • © Failure to register within the specified timeframe or providing false or misleading information during registration shall result in severe penalties, as outlined in the Metahuman Registration Act of 1984.

SEC. 4. MONITORING AND OVERSIGHT OF MAGIC USERS AND EXTRATERRESTRIALS

  • (a) Magic users and extraterrestrial entities will be subject to the same monitoring, regulations, and oversight as metahumans, as established under the Metahuman Control Amendment of 1991.
  • (b) The DMC is authorized to collaborate with experts in the field of arcane studies and extraterrestrial biology to better understand and regulate these new registrants.

SEC. 5. ENHANCED SECURITY MEASURES

  • (a) In response to the Hive Invasion of 2007, the DMC is hereby empowered to establish special task forces, equipped with advanced technology and magic nullification tools, to neutralize threats posed by high-risk magic users and extraterrestrial entities.
  • (b) The DMC, in conjunction with national defense agencies, is authorized to develop containment and defense strategies to counter potential large-scale extraterrestrial threats.

SEC. 6. COLLABORATION AND COOPERATION

  • (a) The DMC shall foster cooperative relationships with friendly extraterrestrial entities, seeking their assistance in understanding and mitigating potential cosmic threats.
  • (b) Magic users are encouraged to collaborate with the DMC, providing insights into the arcane and aiding in the establishment of defensive and regulatory measures.

SEC. 7. EFFECTIVE DATE

The provisions of this amendment shall come into effect immediately upon its enactment.

3RD AMENDMENT

To further amend the Metahuman Registration Act of 1984, the Metahuman Control Amendment of 1991, and the Metahuman Expansion Amendment of 2008, incorporating registration, oversight, and regulation of transdimensional beings, time travelers and higher intelligences.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE

This Act may be cited as the “Metahuman Expansion Amendment of 2024”.

SEC. 2. DEFINITION EXPANSION

(a) The Metahuman Registration Act of 1984 is hereby amended to expand the definition of “metahuman” to include:

  • i. Any individual or entity originating from an alternate dimension or reality, herein referred to as “transdimensional beings”.
  • ii. Any individual or entity possessing the ability to travel or originating from a different time period, herein referred to as “time travelers”.
  • iii. Any human individual without the metagene who has a measured IQ of over 300, herein referred to as “higher intelligences”.

SEC. 3. REGISTRATION REQUIREMENTS FOR TRANSDIMENSIONAL BEINGS, TIME TRAVELERS, AND HIGHER INTELLIGENCES

  • (a) All transdimensional beings, time travelers, and higher intelligences are hereby required to register with the Department of Metahuman Control (DMC) within 30 days of their appearance or detection within the boundaries of the United States.
  • (b) The registration process will include an assessment of the individual's origin, capabilities, intentions, and any potential implications their presence may have on the present timeline or reality.
  • © Failure to register within the specified timeframe or providing false or misleading information during registration shall result in severe penalties, as outlined in previous amendments and the original Metahuman Registration Act of 1984.

SEC. 4. MONITORING AND OVERSIGHT OF TRANSDIMENSIONAL BEINGS, TIME TRAVELERS, AND HIGHER INTELLIGENCES

  • (a) Transdimensional beings and time travelers will be subject to the same monitoring, regulations, and oversight as previously defined categories, as established under prior amendments.
  • (b) The DMC is granted the authority to employ experts in quantum mechanics, dimensional physics, and temporal studies to ensure effective oversight and understanding of these new categories.

SEC. 5. CONTAINMENT AND CONTROL MEASURES

  • (a) Given the unique threats and challenges posed by transdimensional beings and time travelers, the DMC is authorized to establish specialized containment facilities and protocols, ensuring temporal stability and the prevention of dimensional breaches.
  • (b) The DMC is further empowered to neutralize immediate threats posed by malicious transdimensional entities or disruptive time travelers, with the aim of preserving the current timeline and reality.

SEC. 6. RESEARCH AND COLLABORATION

  • (a) Recognizing the potential for beneficial knowledge exchange, the DMC shall foster collaborative relationships with cooperative transdimensional beings and time travelers.
  • (b) The DMC is authorized to establish research divisions focusing on transdimensional and temporal phenomena, aiming to harness potential advancements for the betterment of humanity.

SEC. 7. EFFECTIVE DATE

The provisions of this amendment shall come into effect immediately upon its enactment.
