METAHUMAN REGISTRATION ACT OF 1984

AN ACT

To ensure public safety and national security by establishing a stringent system for the registration, monitoring, and control of individuals with metahuman abilities within the United States.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE

This Act may be cited as the “Metahuman Registration Act of 1984”.

SEC. 2. PURPOSE AND SCOPE

(a) PURPOSE

The purpose of this act is to establish a stringent system for the registration, monitoring, and control of individuals with metahuman abilities (“metahumans”) within the United States, with the aim of ensuring public safety and national security.

(b) APPLICABILITY

This act applies to all metahumans, regardless of age or origin, residing within or entering the United States.

SEC. 3. REGISTRATION REQUIREMENTS

(a) IMMEDIATE REGISTRATION

All metahumans, upon manifestation of their abilities, shall immediately register with the Secretary of the designated government agency responsible for metahuman affairs.

(b) PENALTIES FOR NON-COMPLIANCE

Any metahuman failing to register within the designated timeframe or found to be providing false or misleading information during registration shall be fined, imprisoned, or both.

SEC. 4. MONITORING AND OVERSIGHT

(a) MONITORING REQUIREMENTS

All registered metahumans shall be subject to continuous monitoring and strict compliance with regulations established by the designated government agency.

(b) ACTIVITIES

Such monitoring activities may include regular assessments of metahuman abilities, mental stability, and compliance; mandatory reporting of changes in metahuman abilities or circumstances; and imposition of specific restrictions on metahuman abilities for public safety.

(c) PENALTIES FOR NON-COMPLIANCE

Non-compliance with monitoring requirements or unauthorized use of metahuman abilities shall result in severe penalties.

SEC. 5. SURVEILLANCE AND CONTROL MEASURES

(a) AGENCY AUTHORITY

The designated government agency shall have the authority to employ surveillance measures, including advanced technology, to track and monitor metahuman activities.

(b) TRACKING MEASURES

Metahumans may be required to wear tracking devices, undergo regular check-ins, or adhere to curfews to ensure compliance.

(c) OFFENSES AND PENALTIES

Unauthorized concealment of metahuman abilities or evasion of surveillance shall be treated as a criminal offense.

SEC. 6. PUBLIC SAFETY AND SECURITY

(a) RESPONSIBILITY

Metahumans shall be held accountable for any damages or injuries caused by their abilities.

(b) PENALTIES

Enhanced penalties shall be imposed on metahumans involved in criminal activities or acts of terrorism.

(c) DETENTION RIGHTS

The government retains the right to detain and investigate metahumans suspected of posing a threat to public safety or national security.

SEC. 7. COLLABORATION AND COOPERATION

(a) LAW ENFORCEMENT ASSISTANCE

Law enforcement agencies may request assistance from registered metahumans in matters of public safety or national emergencies.

(b) COMPLIANCE PENALTIES

Failure to comply with law enforcement requests may result in penalties.

SEC. 8. PRIVACY AND CONFIDENTIALITY

(a) DATA CONFIDENTIALITY

Strict confidentiality regarding metahuman registration data and related information shall be maintained.

(b) ACCESS LIMITATION

Metahuman records access shall be limited to authorized personnel.

(c) DISCLOSURE PENALTIES

Unauthorized disclosure or misuse of metahuman data shall result in severe legal consequences.

SEC. 9. REPEAL AND AMENDMENT

(a) CONFLICTING LEGISLATION

This act supersedes conflicting legislation or regulations on metahuman registration and oversight.

(b) AMENDMENTS

Authorized government bodies may propose amendments to this act.

SEC. 10. EFFECTIVE DATE

This act shall be effective as of 11/11/1984.

To amend the Metahuman Registration Act of 1984 to grant greater authority to the Department of Metahuman Control and redefine the roles of associated governmental agencies in the management of metahumans.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE

This Act may be cited as the “Metahuman Control Amendment of 1991”.

SEC. 2. AMENDMENT TO SEC. 3(a) REGISTRATION AUTHORITY

The Metahuman Registration Act of 1984 is amended by striking out “Secretary of the designated government agency responsible for metahuman affairs” and inserting “Director of the Department of Metahuman Control (DMC)”.

SEC. 3. TRANSFER OF POWER FROM THE CIA

  • (a) The Central Intelligence Agency (CIA) shall, effective immediately upon enactment of this amendment, transfer all data, records, assets, and operational duties related to metahuman affairs to the Department of Metahuman Control.
  • (b) The CIA shall cease all activities and investigations concerning metahuman affairs, except when explicitly requested or sanctioned by the DMC.

SEC. 4. ENHANCED POWERS OF THE DEPARTMENT OF METAHUMAN CONTROL

  • (a) The DMC shall have the exclusive authority to determine the level of threat posed by any metahuman, and may, without need for court approval, detain any metahuman deemed to be a threat to national security or public safety.
  • (b) The DMC is granted the authority to carry out unscheduled assessments and raids on any registered metahuman or suspected metahuman to ensure compliance with national standards.
  • © The DMC is authorized to establish specialized containment facilities, designed to neutralize and contain high-risk metahumans.

SEC. 5. ENHANCED SURVEILLANCE AND CONTROL MEASURES

  • (a) The DMC shall have the authority to require any metahuman, irrespective of their perceived threat level, to wear enhanced tracking devices that also monitor the use of their powers.
  • (b) Metahumans deemed “high-risk” by the DMC may be subjected to mandatory curfews, limitations on inter-state or international travel, and may be prohibited from entering specific zones deemed sensitive by the DMC.
  • © The DMC is granted the power to shut down or control any media, digital or otherwise, that promotes unauthorized use of metahuman abilities or that may incite rebellion against metahuman regulations.

SEC. 6. REPORTING AND OVERSIGHT

  • (a) The DMC shall submit a biannual report to Congress detailing its activities, operations, and any amendments or changes to its operational guidelines.
  • (b) The Senate Committee on National Security shall have the authority to review DMC activities and request testimonies or reports as deemed necessary.

SEC. 7. EFFECTIVE DATE

The provisions of this amendment shall come into effect immediately upon its enactment.
